Where to Apply - Location You’ll need to apply for your marriage license at the Clerk of the Circuit Court’s Office, located at: 55 N. Court Street, Westminster, MD 21157.    2. Eligibility Requirements                 •              Residency: You must apply for the license in the county where your wedding ceremony will take place. For Carroll County, your wedding must occur within the county.                 •              Age Requirements: As of October 2022, individuals under 17 cannot marry in Maryland.  As of October 2022, a Seventeen-year-old who resides in Maryland must obtain a court order from their home county before applying.  To do this in Carroll County, Maryland, you must go to the Carroll County Clerk’s Office Civil Department on the second floor and file a Petition for Authorization to Marry. The order will be reviewed, and a decision will be made whether it is valid to proceed. This process could take up to 30 days.   There is a $165 fee to file the petition, and the 17-year-old must bring their parents and a copy of a physician letter verifying pregnancy.   3.
